MINUTES OF THE MEETING (311th Meeting) OF STOURBRIDGE TOWNSHIP COUNCIL
HELD IN THE TOWN HALL STOURBRIDGE ON THURSDAY 12th April 2007 AT 7.15 P.M

T.C. 2007/676 POLICE MATTERS

Item A; Members welcomed PCSO G Else of the West Midlands Police. There had been no PACT meetings to report upon, but all dates and venues of future meetings had been circulated on our bulletin. It was noted that ‘community matters’ were being raised at meetings even more than police issues, Council members said that it was not unusual for topics such as ‘bottle-bank problems’ to be raised. We will continue to attend PACT meetings; an assurance has been given to the police to that effect. Mr B D Waller told the meeting that the Sedgley PACT meetings had achieved a well balanced arrangement and were very well attended.

Item B; A copy of the report(s) by Mr B S Craddock regarding the Ring Road synchronisation of traffic lights to facilitate pedestrian use and to ease traffic flow problems had been circulated to all members, and to outside agencies. These reports have been well received; the expert and constructive suggestions forwarded not only address the current problems, but also identify measures that should be taken when planning the Crown Centre development. Mr Craddock has agreed to liaise with Mr G Randle (DMBC traffic light consultant) and Councillor A Adams. He will report back to us when these consultations are complete.

Item C; Members were pleased to be able to direct general police related questions to PCSO Gavin Else. He addressed their queries which related to assorted motor vehicle obstructions, parking problems, cycling on town centre footpaths and general town centre police matters. The Chairman thanked the officer for attending and extended an open invitation to attend all future meetings.

It was noted that new bike parking racks will be made available near to the Town Clock for National Bike Week (16th-24th June).

T.C. 2007/677 CHAIRMAN’S COMMUNICATIONS

The Chairman again gave details of the Royal British Legion parade to be held at 2.30pm on Sunday 8th July 2007 at St Thomas Church Stourbridge. A Mayoral and Civic salute will be taken. Members of the Stourbridge Township Council will be attending.

The Chairman informed members of a long standing water leakage problem in the vicinity of the BP garage near Parkfield Road; this she said had prevented the completion of the yellow line marking. Bushes near to these premises were seen to have become a dumping ground for rubbish. Cllr A Turner had been contacted, but Mrs Scott asked that the Vice-Chairman look into these matters.

The Chairman also spoke of large plants growing on buildings in the vicinity of Rimskis café, it was feared that roof damage could be caused. The property owners with be identified and contacted.

T.C. 2007/682 MATTERS RELATING TO TECHNICAL SERVICES

Item A; We have received assurances from the software design and supply experts that the problem streets in the Old Quarter will be recognised and flagged as unsuitable for larger vehicles. DMBC will now be asked to give urgent attention to these matters and asked to follow up on our efforts. It will be suggested that signs be posted as to the unsuitability for large vehicles and/or that speed and weight restrictions be imposed in part or throughout that area of our town. Mrs E E Fellows spoke of the road patching work carried out in Wheeler St and nearby streets. Heavy traffic and rain soon brought the potholes back. Mrs Fellows said that it would require complete road re surfacing work to solve these problems and that this would be obstructed by parked vehicles in the area.

Item B; All building and redevelopment plans for the town centre areas will continue to be monitored and reported upon.

Item C; Mrs G P Waller spoke of bushes growing across the footpath in Crown Lane near the old Co-Op travel premises. Pedestrians were being forced to walk in the roadway. Mrs Waller also voiced her fears for the future of the Old Library windows these must be safeguarded. The Vice-Chairman will be taking up these issues with Mr M Caddick the Town Centre Manager and others.

The Township Council will meet on Thursday 14th June, *Thursday 19th July*, Thursday 13th September. (No August meeting)

Mr Andrew Dawes was accepted as a member filling the vacancy in the Norton Ward. Mr A Dawes formally declared his acceptance of membership of Stourbridge Township Council to the Chairman Mrs E M D Scott.
